I think the issue here is that no matter which character or figure it is, there is always a definite chance the mold will be reused, and in most instances it's for the same character (i.e. Roadbuster doesn't share any similarities with Bulkhead either, unless you count "big and green" which are just super surface level traits that shouldn't even be acknowledged.
Whirl doesn't work as a Rotorstorm retool because WFC Rotorstorm isn't based on the G1 toy, it's based on the Spinister mold, which is a vastly different design from Whirl. The only one that works here, to me, is Sandstorm from Springer, due to the reasons you already mentioned. All of those characters have fans, as does every character in this franchise, so unless the retool really works they shouldn't do it otherwise. Them not being remembered shouldn't be an excuse to just half-ass the characters as retools that don't work.
